Health Rights Programme
HRAPF’s Health Rights Program focuses on amplifying the voices of marginalised persons and
key populations (KPs) in policy and legal development processes. The program challenges
discriminatory practices and institutional marginalisation through advocacy and influencing
strategies. Expanding beyond target groups, HRAPF aims to promote non-discrimination,
equality, and justice as part of its contribution to the rule of law and good governance in Uganda.
The advocacy issues HRAPF handles are informed by research, policy, and legal practice, with
interventions shaped by findings from legal aid services and conducted studies. HRAPF fosters
dialogue with various stakeholders to promote understanding, while also embracing dissent
when appropriate. To communicate effectively, the program also uses traditional and modern
communication methods, including advocacy briefs, images, videos, and info graphics.
Strategic partnerships are crucial to this program’s success and therefore HRAPF collaborates
with various government ministries, departments and agencies including the Uganda Police
Force, the Ministry of Health, the Judiciary, the Equal Opportunities Commission, the Uganda
Human Rights Commission, Uganda Prisons among others government agencies and civil society
organisations to strengthen advocacy outcomes. These efforts extend to regional and
international levels, seeking to influence non-discrimination and equality agendas.
This programme also engages various duty bearers in human rights training workshops because
the more knowledgeable the actors are, the better the engagement. The capacity building of duty
bearers will result into more technical appreciation and conceptualisation of the human rights
issues affecting the target individuals and groups and how to employ a human rights based
approach in enforcement of their duties.
