Centre on Law and Marginalisation

The Center on law and marginalisation is a new HRAPF programme which merges components
of the previous Access to Justice and Research and Advocacy programs, with a focus on quality,
sustainability, and strategic impact. This program aims to ensure sustainable legal aid services,
strategic litigation, and research-driven advocacy for marginalised persons and key populations
in Uganda and across Africa.
Over the years, HRAPF has been at the forefront of human rights knowledge generation,
conducting ground-breaking research on the legal and social challenges faced by marginalised
communities in Uganda. We have successfully engaged in over 15 strategic litigation cases,
including the annulment of the Anti-Homosexuality Act 2014 and the repeal of discriminatory
provisions like repealing of section 15 (6)(d) of the Equal Opportunities Act 2007 and sections
168(1)(c) and 168(1)(d) of the Penal Code (rogue and vagabond provisions) among others.
These
efforts have contributed to significant legal reforms benefiting key populations.
Looking to the future, HRAPF plans to establish a Centre of Excellence focused on research,
strategic litigation, and sustainable access to justice.
The Centre will collaborate with local and
international universities to foster innovation, set standards, and train students in these fields.
Through the Centre, HRAPF will continue conducting annual research on law and
marginalisation, converting prior research into academic journal articles, and publishing in
reputable journals locally and internationally.
Research and strategic litigation are expected to open the way for strategic follow-up on
documented human rights violations with HRAPF taking cases to different tribunals, bodies,
courts and international mechanisms to obtain sustainable justice for marginalised persons and
key populations. Research will constantly inform HRAPF of the best avenues to be followed.
